The Cumbria Minerals and Waste Local Plan 2015-2030 (CMWLP) sets out the planning policy for assessing proposals for mineral extraction and waste management related development within those parts of Cumbria that are outside of the Lake District and Yorkshire Dales National Parks. The Plan was prepared by Cumbria County Council because it was the minerals and waste planning authority.
The CMWLP is a single document with three sections: - strategic policies, development control policies and site allocations. The CMWLP includes a Policies Map that geographically illustrates the application of its policies. The CMWLP sets out the Council's vision and strategy for waste management and minerals development. It identifies what minerals and waste related development should go where, why it should go there and how, by doing so, it can make other land use and infrastructure systems function better. It provides policies for the assessment of new minerals and waste development proposals that seek to secure good design and mitigate their impacts upon surrounding land use, environmental assets and the wider community. The CMWLP replaces the Cumbria Minerals and Waste Development Framework's Core Strategy and Generic Development Control Policies.
The CMWLP was examined by the Planning Inspectorate on behalf of the Secretary of State and was adopted by the County Council on 6 September 2017.
