Early action on the ground can help reduce the initial impact of an emergency and help communities prepare for the longer term recovery.

The 10 step emergency plan toolkit (PDF 1.89MB) enables communities to produce their own plans which can then be validated by the emergency response agencies in Cumbria.

The toolkit was put into action with good effect in the 2009 floods.

Communities in Cumbria can create their own plan and draw on their local knowledge, skills and resources to help them in emergency situations.  Steps in the plan include not only identifying skills and resources but also look at legal issues and how to test your plan.

The toolkit helps communities to decide on a unique method which they can follow in an emergency situation and which suits their individual community.  The community emergency plan would be in addition to support provided by the emergency services and local authorities.
